Revitalising the Cambridge Road Estate neighbourhood:
Building the Future Together
In early 2020, Cambridge Road Estate residents overwhelmingly voted in favour of regenerating their neighbourhood. With a strong turnout of 86%, 73% of eligible residents backed the Council's plans to deliver new high-quality and sustainable homes that are environmentally friendly.
The Planning Committee granted planning approval for the regeneration in late 2021, and phase 1 of the programme began in late 2022.
Phase 1 is progressing well, with history being made in May 2026, as families started moving into the first brand new council homes on Cambridge Road Estate. This marks a major milestone in Kingston Council’s most ambitious housing regeneration in living memory.
Following Building Safety Regulator (BSR) approval for Block C in April 2026, construction commences in June 2026.
We are using what we have learned so far to prepare detailed designs for Phase 2. You can find out more about Phase 2 here.
The comprehensive regeneration of the estate has been shaped from the ground up by the people who live there. The scheme will deliver 2,170 new homes in total. This includes 1,148 affordable homes, 974 of those being council rent homes.
Additionally, the project will provide residents with a community hub, green streets, and outdoor spaces to enjoy for generations.

Construction underway at Cambridge Road Estate
24 May 2023: Construction is underway on the first of over 2,000 new, sustainable homes as part of the major regeneration of the Cambridge Road Estate in Norbiton. The scheme will deliver safer, warmer, greener homes for residents and is Kingston's largest social housing programme in a generation.
Award-winning partnership
- The partnership between Kingston Council and Countryside was shortlisted for the Best Partnership, 100+ Homes Category, at the Inside Housing Development Awards, 2025.
- Cambridge Road Estate won the London Planning award for Best Community Engagement Outcomes in July 2022.
- Countryside Partnerships, our development partner, has won over 150 awards since 2016, including Large Housebuilder of the Year at the Housebuilder Awards (2017), Best Residential Developer of the Year at the Building Awards (2020), and the National Social Awards (2022).
